SELF-EMPLOYED
A self-employed person means a foreign nation who has relevant experience, intends and is able to be self-employed in Canada, and can contribute to Canada's economy in one of the required areas.
To be eligible as a self-employed person, you must:
- have relevant experience
- intend and be able to be self-employed in Canada
- meet the selection criteria for self-employed people (see below)
- meet medical, security, and other conditions
The selection criteria include your experience, education, age, language abilities, and adaptability. Relevant experience for a self-employed person means at least two years of experience and it must be during a period starting give years before the day you apply and ending on the day we make a decision on your application.
NOTE: Quebec runs its own business immigration program.
QUEBEC SELECTED SKILLED WORKERS AND INVESTORS PROGRAM
The province of Quebec administers their own immigration programs with select criteria that are distinct and more predictable from those of federal and other provincial immigration programs.
Foreign nationals who wish to settle permanently in Quebec must undergo a two-step immigration process.
- they must be selected by MIDI, Quebec's immigration authority. Selected applications will receive a Quebec certificate of selection (CSQ)
- an approved CSQ holder must file an application with Canadian Federal Immigration authorities (CIC). The federal government's role in evaluating a Quebec application for PR is mainly limited to issues of health and criminality
PROVINCIAL NOMINEES (PNP)
To apply for the PNP you must apply to a province or territory for nomination, be nominated by that province or territory, then apply to IRCC to become a PR. Under the PNP Express Entry, you will need to complete an Express Entry profile and show that you meet the minimum criteria.
MANITOBA
MPNP seeks skilled workers, business people and their families with the intention and ability to successfully settle and economically establish in Manitoba as a PR.
The requirements/point grid for 2017:
- age (10 points)
- adaptability (25 points)
- education (25 points)
- language proficiency (25 points)
- work experience (15 points)
(Skilled Workers) Individuals applying are required to have C$ 10,000 as well as an additional C$ 2,000 per family member who will be accompanying them. This includes the spouse and any children.
For investors there are several requirements the foreign national must meet:
- they must have a net worth of at least C$ 350,000
- they must make a minimum investment of C$ 150,000 into the business
- they have to have an active role in the management of the business
- intend to live in Manitoba with all accompanying dependents
- they should have three years of experience running a similar business
- once the application is approved they need to make a deposit of C$ 75,000 to the government of Manitoba (it will be returned without interest once the business and permanent residency is established)
- 60 points
NEW BRUNSWICK (entrepreneur)
The requirements for NBPNP are as follows;
- you must be between 22 and 55 years of age
- you have sufficient English and/or French language ability to actively manage a business in New Brunswick
- you have, at a minimum, been awarded a high school diploma for education completed after junior/middle school and before college, university, and other formal training
- you have relevant and proven management experience in three of the last five years
- you will live, and operate a business in New Brunswick
- you demonstrate an understanding of the business environment/market in New Brunswick
- you will prepare a business plan of economic benefit to the province
- you have a personal net work of at least C$ 300,000
- you are required to make a deposit of C$ 75,000 within 30 days prior to nomination (conditionally refundable deposit based on whether or not you meet the requirements of the Deposit Agreement and other factors/requirements)
- minimum investment of C$ 125,000 into the business
- score a minimum of 50 points in the selection factors (age, language, education, adaptability, management experience)
PEI
The PNP for Prince Edward Island has 3 categories; Business Impact, Labour Impact, and Express Entry.
The business impact category is for individuals who plan to invest in and actively manage a business in PEI. There are 3 streams under this category (100$ ownership, partial ownership, or work permit stream).
The labour impact category is for individuals who wish to work and live in PEI but not own a business. The individual needs to possess certain skills, education, and experience which are needed in the local labour market. This category has 2 steams; skilled worker stream, critical worker steam.
PEI Express Entry
For the PNP Business Impact Category 100% ownership stream you must:
- have a verifiable personal net worth of C$ 600,000
- have the skills, education, age, language ability and experience to operate a business in PEI
- invest at least C$ 150,000 in a business venture in PEI
- sign an escrow agreement containing stipulations on a deposit of C$ 150,000 to be held by the province until terms of the agreement have been met
- you must have taken the IELTS within the past 2 years and have gotten a minimum score of 4.0
- prepare a detailed business plan after visiting the province explaining the applicant's intentions for settling in PEI and taking an active role in the management of the business venture
For partial ownership steam the same requirements should be met except the C$ 150,000 investment into a new or existing PEI business for partial ownership interest of a minimum of 33% voting shares or make a minimum of a C$ 1 million investment.
For skilled worker steam you must:
- have a full-time, long-term (2 years) job offer from a PEI employer within an NOC skill level of O, A or B
- if currently employed in PEI you must have a valid work permit
- have legal status in country of residence
- if required, be able to attend an interview
- have successfully completed at least 2 years of post-secondary education or diploma
- within the past 5 years, have relevant schooling or full-time work experience
- meet the language requirements in English and/or French
- demonstrate a genuine intention to settle in PEI
- demonstrate sufficient financial resources and settlement supports as indicated by transferable funds in order to cover the costs associated with immigration and travel expenses
NOTE: PEI unlike other PNP systems does not operate on a points-based system.
There are other provinces such as Ontario, Alberta, British Columbia, Newfoundland and Labrador, Northwest Territories, Nova Scotia, Saskatchewan, as well as Yukon that have their own selection categories and criteria.
